Today, Speaker Kevin McCarthy (CA-20) announced H.R. 1 for the 118th Congress, the Lower Energy Costs Act. This legislation focuses on two main priorities: increasing the production and export of American energy and reducing the regulatory burdens that make it harder to build American infrastructure and grow our economy. This legislation is being introduced by Majority Leader Steve Scalise (LA-01).
Historically, H.R. 1 through H.R. 10 have signaled a Speaker’s legislative priorities to improve the lives of the American people, making the Lower Energy Costs Act all the more significant.
Speaker McCarthy released the following statement on H.R. 1:

Majority Leader Steve Scalise issued a statement Thursday saying he’ll formally introduce the bill next week.
“I am proud to announce that I will be introducing our H.R. 1, the Lower Energy Costs Act, to cut red tape and increase energy production here at home to lower energy costs and stop our reliance on hostile foreign dictators for our energy and minerals,” Scalise wrote.
“With the introduction of the Lower Energy Costs Act, we will put a stop to the war on American energy, become energy independent again, and lower costs for families who are struggling,” he added.
The legislation is not expected to ultimately become law, given its highly partisan nature. But, it gives an indication as to what Republicans are pointing to as their top policy priorities.

While the legislation overall is not expected to cross the finish line, there are bipartisan talks on speeding up energy project approvals, a subject that’s also known as permitting reform.
Sen. Joe Manchin (D-W.Va.) unsuccessfully attempted to pass permitting reform legislation late last year amid resistance from Republicans, who said his legislation didn’t go far enough and some Democrats who said it went too far.
Bipartisan talks on the matter are continuing.

Giovedì i Repubblicani della Camera hanno annunciato che un importante pacchetto energetico, in lavorazione da settimane, sarà conosciuto come H.R.1, a significare che è la massima priorità del partito per la sessione congressuale.
Il disegno di legge, chiamato “Lower Energy Costs Act”, dovrebbe includere un’ampia serie di proposte di politica energetica.
Secondo i comunicati stampa della Commissione per le risorse naturali, i trasporti e le infrastrutture della Camera, il disegno di legge dovrebbe includere anche una serie di proposte volte ad accelerare il processo di approvazione del Paese per l’energia e l’estrazione mineraria e a limitare la capacità degli Stati di bloccare progetti come gli oleodotti che attraversano le loro acque.
