Sondaggi politici elettorali: le rilevazioni degli istituti

La settimana dal 15 al 21 febbraio mette a confronto le rilevazioni di 5 istituti: Tecné, SWG, Index Research, Emg e Quorum.

L’esito della crisi di governo con la nascita del Governo Draghi vede la Lega consolidarsi nella posizione di primo partito nelle intenzioni di voto,attestandosi in media al 23,9%. In affanno invece il Partito Democratico, accreditato mediamente al 19,4% e in grado di superare il 20 per cento solo nella rilevazione di Quorum.

Negativo anche il trend dell’altra principale forza dell’ex maggioranza di governo: il Movimento 5 Stelle mette infatti d’accordo i diversi istituti presenti nel segnalare una flessione rispetto alla propria precedente rilevazione e si attesta nella media settimanale al 14,1%, aumentando a circa due punti percentuali e mezzo lo svantaggio da Fratelli d’Italia (16,6%).

Chi all’interno del centrodestra cresce maggiormente è Forza Italia, ora all’8,3% nelle intenzioni di voto e con tutti gli istituti che rilevano una variazione positiva. Complessivamente i partiti minori, con Azione di Carlo Calenda accreditata mediamente al 3,5%. Sopra la soglia del 3 per cento è Sinistra/LeU del ministro della Salute Speranza al 3,3% e Italia Viva di Matteo Renzi con il 3,1%. +Europa è l’ultima formazione in grado di raggiungere e superare il 2%.

Come si constata, l’export verso i paesi occidentali od occidentalizzati segna profonde contrazioni, mentre quello verso i paesi del Rcep cresce in modo vistoso. I primi sono in recessione ed i secondi in crescita.

Il concetto fondamentale del sistema feudale è il rapporto di mutuum adiutorium: il feudatario impegna sé stesso ed i suoi sodali a protegger sempre ed in ogni caso l’infeudante, e costui si impegna a venerare ed obbedire al feudatario. Non a caso il Capitolare di Carlo il Calvo prevedeva il delitto di fellonia, tradimento della fede giurata, che comportava la rottura del contratto feudale con pubblica ignominia del fellone, con il quale nessuno aveva più desiderio di trattare. infatti, chi abbia tradito una volta, tradirà poi la seconda.

Ma il feudalesimo è tutt’altro che morto, anzi, è vivo e vegeto.

Si pensi solo alle nomine nei pubblici concorsi, per esempio, i concorsi a cattedra universitaria.

Ma il feudalesimo è tuttora operante in seno ai partiti politici, ed il partito democratico ne è il tempio.

Meriti e competenze valgono meno della spazzatura a confronto dell’affiliazione.

Tutto sta nel sapersi trovare un capo potente in opere e parole.

Il partito democratico è rimasto da tempo senza idee e ripete come un disco rigato gli slogan dei liberal europei. Ma gli slogan sono utili solo se sintetizzano dei concetti. Il PD è solo un sodalizio per il potere.

Gli Stati Uniti stanno cercando di rimontare velocemente il divario tecnologico nei confronti della Russia e della Cina.

Essendo coperte dal massimo segreto militare, le caratteristiche del sistema e del missile ipersonico sono ignote.

Tuttavia alcuni ragionamenti potrebbero essere azzardati, da prendersi poi con molto buon senso.

Russia e Cina hanno sviluppato i missili ipersonici in gran quota come missili anti-nave, per cercare di contrastare la supremazia americana delle navi portaerei e di quelle dotate di missili di media – lunga gittata.

Ma, almeno al momento attuale, né la Russia né la Cina hanno una flotta militare di importanza tale da poter essere considerata obiettivo primario. Per esclusione, il nuovo missile americano potrebbe essere stato progettato per colpire le isole artificiali, oppure anche il territorio cinese.

Sono solo ipotesi, ovviamente.

US Army Prepares To Equip Unit With Hypersonic Capability 

Following conflicts over trade, technology, and capital markets, rising political tensions between the US and China will continue under the Biden administration.

For instance, the US Army is expected to equip its first unit with hypersonic equipment this fall. The Pentagon is far behind in the hypersonic races with China and Russia. 

A hypersonic unit within the Army will begin training with all the equipment it needs to launch these new weapons, according to Lt. Gen. L. Neil Thurgood, director of the Army’s Rapid Capabilities and Critical Technologies Office, who spoke with Defense News.

Thurgood said the equipment will be delivered to the unit by September. 

“By the end of this fiscal year, which is in September, all of the equipment that the unit needs plus training will be delivered to the unit,” he said. 

The unit will be supplied with a vast number of launchers, trucks, trailers, computer systems, and other pieces of equipment to begin training in early 2022. 

Thurgood declined to tell Defense News which unit will receive the equipment. He said the live round is the only piece of equipment that won’t be delivered this fall. It was noted that the weapon itself will be delivered in 2023. 

Thurgood did not comment on the type of hypersonic weapon the unit will be receiving. However, we noted last March, the US Department of Defense (DoD) successfully launched a common hypersonic glide body (C-HGB) missile from the Pacific Missile Range Facility, Kauai, Hawaii.

The DoD has been allocating more funds to hypersonic programs for upcoming military budgets as it must desperately catch up with China and Russia. 

Senator James Inhofe, a senior Republican from oil-producing Oklahoma and Senate Armed Services Chairman, told Defense News in 2019 that DoD’s hypersonic testing labs were inadequate. He said, “dilapidated testing infrastructure is holding us back from catching up to our enemies. Just look at hypersonic weapons: Beijing is parading around dozens of its newest weapons, and we have yet to build one.”

US Army begins equipping first unit with hypersonic capability

The U.S. Army expects to deliver — in a little more than 200 days from start to finish — the first hypersonic weapon capability to a unit, a service official said.

The Army has sent that unit the equipment it needs to prepare for a rigorous training program, according to Lt. Gen. L. Neil Thurgood, director of the Army’s Rapid Capabilities and Critical Technologies Office.

While the Army has worked with industry to build the hypersonic weapon glide body industrial base, it has also separately produced launchers, trucks, trailers and the battle operation center needed to put together a ground-launched hypersonic weapon battery.

“By the end of this fiscal year, which is in September, all of the equipment that the unit needs plus training will be delivered to the unit,” Thurgood told Defense News in a Feb. 8 interview.

Lockheed Martin is the weapon system integrator for the Army’s hypersonic capability that will be launched from a mobile truck. Dynetics was chosen to build the hypersonic glide body for the missile.

Thurgood declined to identify the unit chosen to accept the first hypersonic battery. He noted that the company, battalion and brigade commanders have all been selected.

The only element that won’t be delivered to the unit until fiscal 2023 is a live round. However, on March 8, Thurgood said he will personally deliver the first two training canisters for the unit to use for end-to-end kill chain training.

Once that unit has the necessary equipment, it will begin training in October to prepare for the first joint flight campaign test that’s scheduled with the Navy for the first quarter of FY22, Thurgood said. The unit will also prepare for subsequent tests in the fourth quarter of FY22 and the second quarter of FY23.

The unit will not participate in the hypersonic flight test scheduled for the third quarter of FY21.

Thurgood would not detail the upcoming test profiles because they are classified. However, the first test of the Common-Hypersonic Glide Body, or C-HGB, took place in March 2020 when a missile was launched from the Pacific Missile Range Facility in Kauai, Hawaii, and hit its target within 6 inches, then-Army Secretary Ryan McCarthy said at the Association of the U.S. Army’s annual conference in October.

Hypersonic weapons are capable of flying faster than Mach 5 — beyond the speed of sound — and can maneuver between varying altitudes and azimuths, making it difficult to detect. The C-HGB is made up of the weapon’s warhead, guidance system, cabling and thermal protection shield.

The U.S. is in a race to field hypersonic weapon capability as well as develop systems to defend against hypersonic missiles as both China and Russia are actively developing and testing their respective hypersonic weapons.

Meanwhile, Dynetics is preparing to build the first hypersonic glide bodies at its facility in Huntsville, Alabama, after learning how to do so from the federally funded Sandia National Laboratories. These glide bodies will be the first ever produced within the U.S. industrial base.

“The transition is going well,” Thurgood said. Dynetics has spent almost 18 months at Sandia learning how to build the glide body and also taking a crack at building it by itself at the laboratory, with Sandia looking on and offering guidance where necessary. Sandia representatives will be at the Dynetics’ facility when the glide body building begins to continue looking over the shoulders of those performing the work.

“Transitioning production technology is not as easy as people might perceive it to be,” Thurgood said. “Production, especially high-end production, is part engineering and part art; and so the engineering piece you can learn through drawings and those kind of things, but the art of it is always the hardest part, so that’s why we chose an in-person, face-to-face, leader-follower [strategy] — that institutional knowledge that everybody has in every profession that’s never written down.”

The other challenge in building the industrial base, Thurgood noted, is creating an entire supply chain, and not just focusing on the top tier, like Dynetics. This kind of work has required an almost daily focus on how the pieces are coming together, he said.

And the pressure to move quickly to build glide bodies is demanding, given the rigorous test schedule ahead. Building a new industrial base for hypersonic missiles would be difficult in a normal world, but having to do so under pandemic restrictions has been even more challenging, Thurgood said.

But one positive, he added, is that the companies involved are “innovative” in terms of what can be done from home such as working on drawings, which would have traditionally been done at a facility. Where touch labor is necessary, workers are spacing themselves out accordingly, wearing protective equipment and adjusting shifts, he said.

“You know, some smaller companies are challenged; we’re watching that every day,” Thurgood said. “You know, it might have been a week delay here, we make it up by shifting process around, shifting sequence around, but this is one situation where American ingenuity has really come to light.”

La prima considerazione focalizza il fatto che il credo dell’occidente liberal vige solo all’interno di quella enclave geopolitica. Tutto il resto del mondo non solo non lo condivide, ma anche lo avversa.

La seconda considerazione verte l’auto-referenziabilità dei social media maggiori, Twitter e Facebook. Questi in occidente si sentono investiti del potere censorio in accordo alla loro ideologia, essendosi politicizzati in gran fretta. Ma il resto del mondo non condivide questa attitudine mentale, e vuole che si rispettino le loro regole di vita, non quelle occidentali.

La terza considerazione constata come i social network non abbiano saputo cogliere questo aspetto, e perseverino anche nel loro comportamento.

La quarta considerazione deriva da quelle prima esposte: gli stati tendono a regolamentare questi aspetti con leggi proprie. L’enclave liberal socialista occidentale sta diventando ininfluente.

I tempi nei quali l’occidente liberal poteva imporre le proprie visioni di vita è finito. Le nazioni euroasiatiche stanno crescendo a vista di occhio, mentre l’occidente è in piena recessione, politica ed economica.

New Delhi’s planned “Intermediary Guidelines and Digital Media Ethics Code” – a copy of which was seen by Reuters – come as various nations around the world try to assert tighter control over powerful Big Tech firms.

Facebook faced a global backlash from publishers and politicians last week after blocking news feeds in Australia in a dispute with the government over revenue-sharing.

In India, Twitter ignored orders to remove content over farmers’ protests, fuelling the zeal of Prime Minister Narendra Modi’s government since 2018 to tighten regulation for content it deems disinformation or unlawful.

The latest draft rules – which would be legally enforcable -say companies should remove content as early as possible, but not later than 36 hours, after a government or legal order.

They must also assist in investigations or other cyber security-related incidents within 72 hours of a request. Further, if a post depicts an individual in any sexual act or conduct, then companies must disable or remove such content within a day of receiving a complaint, the rules added.

Facebook did not immediately respond to a request for comment. Twitter, which did not take down all accounts the government alleged were spreading lies about the protests over agricultural reforms, declined to comment.

RACIAL, RELIGIOUS CONTEXT

The draft proposal also requires companies to appoint a chief compliance officer, another executive for coordinating on law enforcement and a “grievance redressal officer”.

All must be resident Indian citizens.

The Ministry of Electronics and Information Technology did not immediately respond to a request for comment.

It was unclear when the rules would be announced of if they may undergo further changes.

Industry sources say new regulations could hit Big Tech firms’ investment plans in India and increase compliance headaches. The rules would also apply across other digital and online media, the draft proposal said.

“A publisher shall take into consideration India’s multi-racial and multi-religious context and exercise due caution and discretion when featuring the activities, beliefs, practices, or views of any racial or religious group,” the draft rules said.

Referring to films and other entertainment, including web-based serials, the draft rules called for a “classification rating” to describe content and advise discretion.

Streaming platforms such as Netflix and Amazon Prime have faced complaints in India for obscenity.

Police in the northern state of Uttar Pradesh questioned an Amazon executive for nearly four hours on Tuesday over allegations that a political drama, “Tandav”, hurt religious sentiments and caused public anger.

Essere stati disuniti, anzi conflittuali, ha portato i M5S a far cadere il governo Conte.

Ma la nomina di Mr. Draghi alla carica di Premier ha innescato un processo di ridimensionamento del movimento ed alla formazione de ‘L’alternativa c’è’, che in sede elettorale potrebbe drenare anche un buon 5% al già misero livello  che i sondaggi attribuirebbero al movimento.

Nei fatti, M5S e partito democratico non avrebbero più i numeri per formare un nuovo governo e sono ben poco influenti su quello in carica. Ed anche il loro peso nella elezione del presidente della repubblica non potrà essere condizionante.

È tipico dei processi devolutivi politici l’assistere a fratture insanabili.

Ma se la situazione attuale è critica, quella futura si presenterebbe caratterizzata dalla scomparsa funzionale del blocco delle sinistre.

M5S, Dessì lascia. Buffagni: “Gestione disastrosa”

L’addio del senatore, che passa alla componente ‘L’alternativa c’è’. Bugani si sfoga: “15 anni di battaglie per diventare costola di Berlusconi”.

Un altro addio nelle file del M5S. Lascia il senatore Emanuele Dessì. “Questa non è più casa mia”, si sfoga su Facebook, e scrive: “Ho sperato fino a ieri che qualcosa potesse cambiare, inutilmente. Non sono mai stato d’accordo nel dare la fiducia a questo governo ma ho voluto, con l’assenza il giorno del voto, dare un ulteriore possibilità di ripensamento, soprattutto a me stesso. Lasciare compagni di viaggio a cui voglio un mondo di bene non è facile, 15 anni di storia comune non si cancellano facilmente”. “Forse un giorno ci ritroveremo in qualche battaglia insieme, lo spero, oggi però devo andare via. Il Movimento 5 stelle perde un altro pezzo. Lascia infatti il senatore Emanuele Lele Dessì, “questa non è più casa mia”, si è sfogato in un post pubblicato sul suo profilo Facebook. “Ho sperato fino a ieri che qualcosa potesse cambiare, inutilmente”, ha scritto. “Non sono mai stato d’accordo nel dare la fiducia a questo governo ma ho voluto, con l’assenza il giorno del voto, dare un ulteriore possibilità di ripensamento, soprattutto a me stesso”, sottolinea Dessì. “Lasciare compagni di viaggio a cui voglio un mondo di bene non è facile, 15 anni di storia comune non si cancellano facilmente”.

Dessì nutre ancora delle speranze: “Forse un giorno ci ritroveremo in qualche battaglia insieme, lo spero, oggi però devo andare via”, ha continuato. “Questa non è più casa mia. Esco dal Movimento 5 stelle con un enorme tristezza nel cuore ma anche con tanta rabbia. Nei prossimi giorni ci sarà modo per parlare e per vederci con chiunque abbia voglia di confrontarsi e di continuare a lottare”, ha concluso.

L’alternativa c’è, quindi, sarebbe l’unica forza d’opposizione in Parlamento insieme a Fratelli d’Italia di Giorgia Meloni. E sull’eventualità che sia Alessandro Di Battista a guidare il gruppo dei ribelli, la deputata Paxia si mostra possibilista. “Il suo sarebbe un supporto graditissimo, se vuole dare una mano siamo contenti ma in prima linea ci siamo noi in Parlamento: dobbiamo dimostrare di saper fare opposizione”.

Statistics Netherlands. Household spending 11.9 percent down in December

According to figures released by Statistics Netherlands (CBS), consumers spent 11.9 percent less in December 2020 than in the same month of the previous year. It was the largest decline after May 2020. Just as in the preceding months, consumers spent less on services. The closing of all non-essential stores on 15 December also led to a sharp drop in spending on durable goods for the first time in eight months.

Consumption figures have been adjusted for price changes and differences in the shopping-day pattern.

Less spent on services and durable goods

In December 2020, consumers spent 17.1 percent less on services such as visits to restaurants, hairdressers, cinemas and football games compared to the same month of the previous year. This was the largest decline in seven months. Restaurants and bars were closed for the entire month of December. Amusement parks, cinemas, theatres, zoos, museums, and swimming pools had to close as of 15 December. As of this date, libraries were only open for pick-up of books. In general, spending on services accounts for over half of total domestic consumer expenditure.

Furthermore, consumer spending on durable goods decreased by 16.2 percent. Households mainly spent less on clothing and shoes. They also spent less on electrical appliances and home furnishings compared to December 2019. Consumer spending on food, beverages and tobacco was 6.7 percent up year-on-year. Spending on other goods, such as natural gas and motor fuels, was 5.3 percent down. Consumers purchased significantly less fuel. Furthermore, natural gas consumption was higher than in December 2019. This was related to more heating due to lower temperatures and consumers spending more time in their own homes.

Two weeks ago, CBS reported a year-on-year turnover decline in retail trade of 3.1 percent in December 2020. Whereas the non-food sector recorded strong turnover decline, the food sector achieved higher turnover. These figures have also been adjusted for the shopping-day pattern.

EU to sanction four Russians over Navalny, including prosecutors

European Union foreign ministers agreed on Monday to impose sanctions on four senior Russian officials close to President Vladimir Putin in a mainly symbolic response to the jailing of Kremlin critic Alexei Navalny.

The agreement, which is expected to be formally approved by the EU in early March, came after France, Germany, Poland and the Baltic states urged the 27-member bloc to send a message to Putin that debate and protest must be allowed in Russia.

Navalny was arrested after returning to Moscow last month from Germany, where he had been recovering from a near-fatal poisoning in Siberia with what Western nations said was a nerve agent. His arrest sparked protests across Russia.

German Foreign Minister Heiko Maas said the decision was taken to go ahead with sanctions quickly, but gave no details.

“The relations (with Russia) are certainly at a low, there is no other word for it,” Maas said.

One EU diplomat said the proposed new travel bans and asset freezes would target, among others, Alexander Bastrykin, whose Investigative Committee handles investigations into major crimes and reports directly to Putin.

Bastrykin is already under British human rights sanctions.

Also to be targeted, the diplomat said, is Igor Krasnov, who became Russia’s prosecutor-general a year ago.

The third official on the draft list is Viktor Zolotov, head of Russia’s National Guard, who publicly threatened Navalny with violence in September 2018. The fourth man named by the diplomat is Alexander Kalashnikov, head of the federal prison service.

The sanctions will be imposed under a new framework that allows the EU to take measures over human rights violators worldwide, EU foreign policy chief Josep Borrell told reporters. He said he hoped the sanctions would be ready in about a week.

The EU has already sanctioned six Russians and a state scientific research centre in response to the treatment of Navalny.

The proposed new listings fall far short of the demands made by Navalny’s allies, who have drawn up a list of 35 people including members of Russia’s business leaders- the so-called oligarchs – they want to see targeted.

EU governments say sanctions against senior state officials can better withstand legal challenges, while it is more difficult to prove business executives’ involvement in any human rights abuses.

Before the EU meeting, Leonid Volkov, a senior Navalny aide, said in Brussels that sanctions against oligarchs might be a way to weaken Putin if they came to feel that association with the president was more of a liability than a source of protection.

But Volkov welcomed Monday’s decision.

“Even if it’s too little … it’s the first time personal sanctions are applied with regard to human rights violations, so it opens a way for further negotiation on this with Europe,” he said.

Navalny says the Kremlin was behind last August’s poisoning, but it denies this. He was jailed on Feb. 2 for violating the terms of parole on what he says was a politically motivated conviction. He lost an appeal on Saturday.

Russia accuses the EU of meddling in its affairs. It levelled the same accusation against the European Court of Human Rights, which is not an EU body, after it also demanded Navalny’s release in a ruling on Feb. 17.
